My Lord,
I have the honour to lay before Your Lordship a copy of a Despatch from Sir J. Bowring. The Act of Parliament for the conveyance of Chinese Passengers (coolies it should in distinction have been said) from Chinese ports, left it to be determined at Hong Kong the distance of voyages from these ports, at which the provisions of the Act should apply, & I think that an investigation of the average time occupied in the voyage by passengers between China & Manila & of the fact that while on an average very few Chinese pass between China & Manila, there are four thousand who come here as Coolies, would lead to the conclusion, that Manila might safely be left exempt from the Act,
of certain alterations being made in that Act.
